J. Anderson Davis
Andy is a leader, a noted trial lawyer, and a trusted partner. Throughout his nearly four decades in the practice of law, he has proven himself in countless complex matters, including, most recently, in the City of Rome’s lawsuit against over 50 defendants for their respective manufacturing, use, application, and mishandling of PFAS/PFOA—also known as forever chemicals—that have polluted Rome’s central water source, the Oostanaula River.
Andy is a Fellow of the American College of Trial Lawyers, a Georgia Super Lawyer (since 2006), and is AV-rated by Martindale Hubbell.

Samuel L. Lucas
Sam is a former prosecutor and a noted federal-court practitioner. He represents plaintiffs and defendants in a broad range of areas including business litigation, local-government law, and personal injury. In 2007, along with Andy Davis, Sam obtained a plaintiff’s verdict of $30M in a wrongful-death action, which, at the time, was the largest personal-injury verdict handed down in the Rome Division of the Northern District of Georgia. In addition to his trial-court experience, Sam has significant appellate experience.

Lee B. Carter
Lee is a problem-solver, trusted by clients from a broad range of backgrounds. He has successfully tried multi-million dollar contract disputes when reasonable settlements were not available; he has pursued and favorably resolved RICO allegations against Fortune 50 companies; he has navigated complex transactions for owners in various industries. In each, Lee is focused on finding the best solution for the client.

Frank Beacham
Frank Beacham is Of Counsel for Davis Lucas Carter. Frank’s practice focuses on employment law, local-government law, and water pollution litigation. Frank regularly advises human resource directors and business owners on preventing and avoiding litigation related to hiring, disciplining, and firing employees. His work for cities is wide ranging, but mostly involves planning, zoning, historic preservation, and drinking water supply issues.
